Andrea Bailey Holland - Chief Deputy Trustee/Administrative Assistant

Andrea was born in Henderson, TN to Lance and Ann Wallace Bailey and raised in the Jacks Creek
community of Chester County. She and her husband Tony have two daughters, Ashley Barnes (Joel)
and Heather Durham (Jeremy) and one grandpuppy, Tater Durham. She has worked for the Chester
County Juvenile Court, Chester County Sheriff's Department, and has worked for the Trustee's Office
since 2010. Andrea successfully completed the County Officials Certificate Training Program and
received her certificate as a Certified Public Administrator through the University of Tennessee
Institute for Public Service. Andrea loves singing gospel music and has sung backup on several
gospel albums.

Carolyn "Cookie" Beecham Higgins - Deputy Trustee

Carolyn was born in Henderson, TN to Bailey Eugene and Lodie Cherry Beecham and raised in the
Montezuma community of Chester County. She has two daughters, Chari and Kandi. She graduated
from Chester County High School in 1971. Shortly after graduation, Cookie moved to middle
Tennessee where she worked for Chrysler Corporation for 30 years. She has also worked at the
Peoples State Bank of Commerce before moving back to Henderson in 2013.

Lance Beshires - Trustee

Lance Beshires - Trustee

Lance was born in Jackson, Tennessee to Johnny Leon (Bo) Beshires and the late Betsy Newman
Beshires, and raised in the Silerton community of Chester County. He has one sister, Sara Beth
Connor (Kyle) and two nephews, Braxtyn and Deacon. After graduating high school in 1990, Lance
went to Freed Hardeman University and earned a BBA degree in Finance. Lance was appointed as
Trustee in 1995 to fill an unexpired term. Lance successfully completed the County Officials
Certificate Training Program and received his certificate as a Certified Public Administrator through
the University of Tennessee Institute for Public Service. He also earned the Chancellor's Certificate
in Public Administration: Finance Master, the highest level of certification offered through the
Public Policy Administration program at the University of Missouri-St. Louis (USML) and
NACCTFO. Lance is an active member in the Tennessee County Trustees Association (TCTA), the
County Officials Association of Tennessee (COAT) and has served as the Secretary, Vice-President,
and the President of the West Tennessee Trustees Association (WTTA), and the National
Association of County Collectors, Treasurers, and Finance Officers (NACCTFO). Lance was
selected as the WTTA Trustee of the Year in May 2000, and the TCTA Outstanding Trustee of the
Year in May 2011. His hobbies include NASCAR and spending time with family.
